Foreign Agent in general terms means any person or organisation acting on behalf of one nation while in another, but generally does not include diplomats and diplomatic missions. It is generally seen as a negative thing. Russia reclassified their definition of foreign agents in late 2012, which brings many charity organisations under the “Foreign Agent” heading.
